Eastern Oregon Workforce Board (“EOWB,” “we,” “us,” or “our”), legally incorporated as the Eastern Oregon Workforce Investment Board, is a 501(c)(3) nonprofit organization located at 1215 Adams Avenue, Suite B, La Grande, OR 97850.
EOWB is committed to protecting your privacy. This Privacy Notice explains how we collect, use, disclose, retain, and safeguard information when you visit our website, https://eowb.org(the “Site”), contact us, sign up for communications, register for events, or participate in EOWB-supported workforce development programs and services.
This Privacy Notice applies to information collected through this Site and through EOWB public-facing forms, communications, and workforce-related services. It does not apply to third-party websites, portals, or systems that are not operated by EOWB.
1. Public Funding, Oversight, and Records
EOWB programs and services are funded in whole or in part by public resources, including federal, state, and local workforce funds. EOWB may collect and maintain information for program eligibility, service delivery, grant administration, performance reporting, auditing, monitoring, compliance, and program evaluation.
Information collected for these purposes may be reviewed, retained, disclosed, or reported as required by grant agreements, oversight agencies, audits, court orders, subpoenas, or applicable federal, state, or local law.
Where confidentiality protections apply, EOWB will take reasonable steps to protect, limit, or redact personal information before disclosure.
2. Information We Collect
EOWB collects information that you voluntarily provide to us, information needed to provide workforce services, and limited information collected automatically when you use the Site.

When you participate in workforce development programs, referrals, internships, work experiences, training, employment services, employer services, or other EOWB-supported initiatives, we may collect information needed to determine eligibility, provide services, document participation, meet grant requirements, and evaluate outcomes.

EOWB administers or supports youth employment, internship, work-experience, career readiness, and emerging workforce initiatives. For these programs, we may collect information from youth participants, parents or guardians, schools, employers, or program partners.

D. Sensitive and Program Eligibility Information
Some programs may require or request information related to eligibility, demographics, barriers to employment, disability accommodations, income or economic status, school enrollment, work history, justice involvement, veteran status, or other service needs.
EOWB collects this information only when needed to determine eligibility, provide services, meet reporting requirements, evaluate program outcomes, coordinate services, or obtain consent where required by law.
Sensitive or eligibility-related information may be used for workforce program administration, required reporting, service coordination, grant compliance, statistical analysis, and program improvement. EOWB does not sell this information.

When you visit the Site, certain information may be collected automatically through cookies, analytics tools, or website hosting services. This may include:

EOWB does not sell, rent, or lease personal information to third parties. EOWB does not run paid advertising on the Site or share personal information for cross-context behavioral advertising.
EOWB may share information under the following circumstances.
A. Program Partners and Service Providers
EOWB may share information with workforce partners, education and training providers, employers, internship host sites, service providers, contractors, referral partners, or community organizations when needed to provide services, coordinate referrals, support program participation, verify eligibility, document outcomes, or connect individuals and employers to appropriate resources.
Examples may include WorkSource Oregon partners, schools, colleges, training providers, employers, host businesses, community-based organizations, public agencies, and contracted service providers.
B. Employers and Internship Host Sites
For internship, work-experience, employer-service, or placement-related programs, EOWB may share relevant participant information with prospective or participating employers or host sites for matching, placement, supervision, reimbursement, documentation, or follow-up purposes.
EOWB will share only the information reasonably needed for the program purpose.
C. Funding, Oversight, and Government Partners
EOWB may share required information with funding agencies, oversight agencies, auditors, monitors, evaluators, or government partners, including but not limited to federal, state, and local agencies connected to workforce development funding, reporting, compliance, and program administration.
D. Service Providers and Authorized Systems
EOWB uses approved technology systems and service providers to operate the Site, communicate with the public, administer programs, maintain records, evaluate website use, and meet grant or reporting requirements.

Examples may include GoDaddy for website hosting, Mailchimp for opt-in email communications, Google Analytics for website traffic analysis, Microsoft 365 for business operations, and workforce or reporting systems used to administer EOWB programs.
Service providers may process personal information only as needed to provide services to EOWB or support authorized program functions.
E. Legal Compliance and Protection
EOWB may disclose information when required or permitted by law, including in response to court orders, subpoenas, audits, monitoring requests, public funding requirements, legal claims, investigations, or other lawful requests.
EOWB may also disclose information when necessary to protect the rights, safety, property, or operations of EOWB, program participants, partners, staff, or the public.
5. Third-Party Links, Portals, and Events
The Site may include links to third-party websites, portals, registration systems, job-search tools, training providers, partner agencies, WorkSource Oregon resources, state systems, or community event pages.
Some events listed on the Site may be directly administered by EOWB, while others may be hosted by third-party partners or community organizations. EOWB will make reasonable efforts to identify whether an event, training, or registration link is administered by EOWB or by another organization.
When you click a third-party link or use an external portal, you leave eowb.org. EOWB does not control and is not responsible for the privacy practices, cookie practices, security practices, content, accessibility, or policies of third-party websites or systems. You should review the privacy notice of any third-party website or portal before submitting information.
6. Email, Newsletters, and Communications
EOWB may use email or other communication tools to provide program updates, event information, workforce news, partner updates, newsletters, meeting notices, and other information related to EOWB’s mission and services.
If you subscribe to an EOWB newsletter or email list, you may unsubscribe at any time using the unsubscribe link included in the email or by contacting EOWB.
Some program-related, meeting-related, legal, administrative, or service-related communications may still be sent when necessary to provide services, comply with requirements, administer programs, or maintain official records.
7. Youth and Children’s Privacy
EOWB does not knowingly collect personal information online from children under the age of 13 without appropriate parent or guardian consent where required by law. If EOWB learns that it has collected personal information online from a child under 13 without required consent, EOWB will take appropriate steps to delete or otherwise lawfully address that information.
EOWB may collect information from youth participants, including individuals ages 14–17, for workforce, internship, career readiness, training, work-experience, or related programs. Parent or guardian information and authorization may be requested where appropriate or required.
Youth program information may be used to determine eligibility, support placement, coordinate services, document participation, meet grant requirements, and evaluate program outcomes.
8. Oregon and Other Privacy Rights
To the extent applicable under Oregon law, Oregon residents may have the right to request access to personal data, correct inaccuracies, request deletion, obtain a copy of personal data, or opt out of certain uses of personal data.
Some information may be exempt from deletion, correction, access, or disclosure requests because of legal, contractual, grant, audit, public funding, program integrity, or recordkeeping requirements.
Depending on where you live and how you interact with EOWB, you may have additional privacy rights under applicable law. EOWB will review privacy requests and respond as required by applicable law.

9. Data Retention
EOWB retains personal information only as long as necessary for the purposes described in this Privacy Notice, including program administration, service delivery, grant compliance, auditing, legal obligations, reporting, dispute resolution, and recordkeeping.
Retention periods may vary depending on the program, funding source, record type, grant requirements, legal requirements, and administrative needs.
When information is no longer needed and is not subject to retention requirements, EOWB will take reasonable steps to delete, archive, anonymize, or securely dispose of the information.
10. Data Security
EOWB uses reasonable administrative, technical, and physical safeguards designed to protect personal information from unauthorized access, use, disclosure, alteration, or destruction.
These safeguards may include:
No website, email system, cloud system, or electronic storage system can be guaranteed to be completely secure. If EOWB becomes aware of a security incident involving personal information, EOWB will review the incident and provide any notices required by law.

You may choose not to provide certain information. However, some information may be required to respond to your request, determine program eligibility, provide services, complete referrals, administer internships or work experiences, comply with grant requirements, or document participation.
You may unsubscribe from optional email newsletters or marketing-style communications at any time. You may also contact EOWB to request review, correction, or deletion of personal information, subject to legal, grant, audit, and program recordkeeping requirements.
12. Updates to This Notification
EOWB may update this Privacy Notice from time to time. When changes are made, the effective date at the top of this policy will be updated.
Continued use of the Site after an updated Privacy Notice is posted means you acknowledge the revised notice.
