The Eastern Oregon Workforce Board (EOWB) has completed a competitive procurement process for the One-Stop Operator in accordance with the Workforce Innovation and Opportunity Act (WIOA), Section 121(d), and all applicable federal, state, and local procurement requirements.
Following review and evaluation of proposals, the Eastern Oregon Workforce Board approved the selection of Oregon Manufacturing Extension Partnership (OMEP) as the One-Stop Operator for the WorkSource Eastern Oregon one-stop delivery system.
The One-Stop Operator will coordinate service delivery among required one-stop partners and support the effective operation of the WorkSource Eastern Oregon centers serving Baker, Grant, Harney, Malheur, Morrow, Umatilla, Union, and Wallowa counties.
This announcement is posted in accordance with the Eastern Oregon Workforce Board's Sunshine Provisions to provide public notice of the completed procurement and contract award for One-Stop Operator.

EOWB’s 2026 Request for Proposals for Service Provider Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker & Youth has been awarded to Training and Employment Consortium (TEC)
Per the Workforce Innovation and Opportunity Act (WIOA), Title I formula funds allocated to local areas for adults and dislocated workers must be used to provide career and training through the one-stop delivery system (WorkSource). Per 20 CFR 680.140 of the same legislation, local workforce boards (Eastern Oregon Workforce Board) are responsible for determining the most appropriate delivery of these services.
Furthermore, and to comply with Executive Order 13-08 of the State of Oregon which disallows for Local Boards to provide direct services to participants, EOWB has selected the following provider of Title I Adult and Dislocated Worker Jobseeker and Employer Services through open and competitive procurement processes:
Training and Employment Consortium (TEC) is considered a subrecipient of federal funds and is required to follow Uniform Guidance. As a subrecipient, TEC is monitored annually for fiscal and programmatic compliance and provide regular reporting on performance measures. Contracts are effective on a July 1 - June 30 basis with the option to extend for up to 4 years.

Contracts are effective on a July 1 - June 30 basis with the option to extend for up to 4 years.
